LiOH (238 g, 9.94 mmol) was added to a solution of commercially available ethyl 4- amino-2-chloro-pyrimidine-5-carboxylate (1 g, 4.96 mmol) in THF (20 ml_) and water (20 ml_) and the mixture stirred at room temperature for 30 mins. The volatile solvent was removed in vacuo and the remaining aqueous solution was washed with Et20 (20 ml_). The aqueous portion was acidified with 2M HCI and the resulting white precipitate was collected by filtration, washed with water and dried in vacuo to afford the titled compound as a white solid.
